    Unemployment Insurance in Developing Countries: The Case of Brazil

    Few developing countries have adopted an Unemployment Insurance (UI) program but the list of countries considering its implementation is growing. Focusing on the Brazilian UI program and using administrative data covering the universe of formal employment, we provide empirical evidence documenting two relevant facts for the debate around the design of such program in countries characterized by a large informal sector and a lack of administrative and enforcement capacity. First, UI benefits strongly affects the timing of formal job finding for those workers able to find a formal job soon after job-loss. Second, those workers constitute a small share of the overall pool of UI beneficiaries, since most job-losers do not find a formal job rapidly. Therefore, offering UI is costly (most beneficiaries would exhaust their benefits for typical lengths of benefit duration) and UI benefits have little distortionary effect on the job-finding behavior of the average (formal) job-loser: they constitute pure income transfers for 3/4 of the potential beneficiaries. We further discuss implications of these 2 facts and highlight some interactions with job protection legislations (hiring costs), the main policy instrument used to protect workers from labor demand fluctuations in those countries.

    Climate Coalitions: A Theoretical and Computational Appraisal

    Using an updated version of the CWS model (introduced by Eyckmans and Tulkens in Resource and Energy Economics 2003), this paper intends to evaluate with numbers the respective merits of two competing notions of coalition stability in the standard global public goods model as customarily applied to the climate change problem. After a reminder of the model structure and of the definition of the two game theoretical stability notions involved – namely, core stability and internal-external stability, the former property is shown to hold for the grand coalition in the CWS model only if resource transfers of a specific form between countries are introduced. It is further shown that while the latter property holds neither for the grand coalition nor for most large coalitions, it is nevertheless verified in a weak sense that involves transfers (dubbed “potential internal stability”) for most small coalitions. The reason for this difference is brought to light, namely the differing rationale that inspires the transfers in either case. Finally, it is shown that the stable coalitions that perform best (in terms of carbon concentration and global welfare) are always composed of both industrialized and developing countries.     Time Segmentation Approach Allowing QoS and Energy Saving for Wireless Sensor Networks

    Wireless sensor networks are conceived to monitor a certain application or physical phenomena and are supposed to function for several years without any human intervention for maintenance. Thus, the main issue in sensor networks is often to extend the lifetime of the network by reducing energy consumption. On the other hand, some applications have high priority traffic that needs to be transferred within a bounded end-to-end delay while maintaining an energy efficient behavior. We propose MaCARI, a time segmentation protocol that saves energy, improves the overall performance of the network and enables quality of service in terms of guaranteed access to the medium and end-to-end delays. This time segmentation is achieved by synchronizing the activity of nodes using a tree-based beacon propagation and allocating activity periods for each cluster of nodes. The tree-based topology is inspired from the cluster-tree proposed by the ZigBee standard. The efficiency of our protocol is proven analytically, by simulation and through real testbed measurements

    The impact of the unilateral EU commitment on the stability of international climate agreements

    In this paper we analyze the negotiation strategy of the European Union regarding the formation of an international climate agreement for the post-2012 era. We use game theoretical stability concepts to explore incentives for key players in the climate policy game to join future climate agreements. We compare a minus 20 percent unilateral commitment strategy by the EU with a unilateral minus 30 percent emission reduction strategy for all Annex-B countries. Using a numerical integrated assessment climate-economy simulation model, we find that carbon leakage effects are negligible. The EU strategy to reduce emissions by 30% (compared to 1990 levels) by 2020 if other Annex-B countries follow does not induce participation of the USA with a similar 30% reduction commitment. However, the model shows that an appropriate initial allocation of emission allowances may stabilize a larger and more ambitious climate coalition than the Kyoto Protocol in its first commitment period.climate change, coalition theory, integrated assessment model, Kyoto protocol.

    A Virtual Architecture Framework for Immersive Learning Environments

    This thesis presents a set of experimental studies to understand the benefits of utilising architectural design to create virtual environments optimised for completing a series of cognitively demanding tasks. Each field of investigation is reviewed separately. The first field of investigation relates to spatial design and analysis from an architectural standpoint. The second is concerned with memory, spatial abilities, and embodied cognition. Two VR-based user-studies are designed to further explore the potential interactions between these fields of knowledge. An initial experiment called “Archimemory” is based on a memory palace, a historical mnemonic technique, to explore how spatial knowledge representation can enhance memory retrieval. It compares the benefits of using different architectural designs in VR to support participants’ recall accuracy of a sequence of playing cards. The main user study,called the "Immersive Virtual Architecture Studio" (IVAS), validates a new methodology to study the effect of spatial qualities on embodied cognition related tasks. A spatial analysis using the isovist technique provides an objective approach to measure spatial qualities such as openness and complexity. Participants have to perform a batch of cognitive tasks in the IVAS. Results from the spatial analysis are compared to participants subjective rating of the same spatial qualities as well as their performance.Findings suggest that a spatial performance metric can be evaluated for each room, for instance, it was the highest in the case of the more closed (fewer windows) and more complex (with columns) condition. The combination of spatial analysis and performance metrics obtained from these two novel VR applications, Archimemory and IVAS, leads this research to form a Virtual Architecture Framework. Guidelines are proposed for VR architects, UX designers and scientists to adopt this framework to support further exploration and evaluation of spatial design to enhance human cognitive abilities when experiencing immersive learning environments

Sur la base des recettes ordinaires par habitant et d’une quinzaine d’autres indicateurs, nous nous sommes en effet risqués à comparer et classer les performances des communes wallonnes. Une “première”, qui loin de toute polémique, vise à offrir un outil, parmi d’autres, d’évaluation de l’efficacité de la gestion communale, dans le souci d’allouer les ressources, généralement rares, aux meilleurs usages possibles. Un outil qui donne aussi aux communes l’occasion de repérer leurs forces et faiblesses et qui permet d’identifier des exemples de bonnes pratiques qui pourraient faire école.
